Menu will not be showing on the website unless the following conditions are met.
1.
Visible check-box within the
menu properties need to be checked.
2. Menu has a linked page. When the menu has no linked page, the exclamation icon will be show like below image.

Visible check-box of the linked
page properties need to be checked.
